Yes its powder but It doesnt feel like it at all, I never tried mousse makeup..

Hi Patty!
I also use Bare Minerals makeup and I absolutely love it and like you said it doesn't feel like powder. What is good about it is you can use as little or as much as you want depending on the amount of coverage you are wanting. I use everything from Bare Minerals except I use the new Cover Girl mascara for your specific eye color and I love it. I use different eye shadows also and eye liner, but I do also use the Bare Minerals eye shadow and eye liner. I am very satisfied with the look I get when I am done with my face. I have very sensitive skin so I use and would recommend Clinique. I use the 3- Step from Clinique and my face feels clean, soft and refreshed. I also use one of their entire moisurizer lines and I love it all and have been a devoted customer for years and I recommend Clinique to my family and friends, and I would recommend it to you also.
